The audio-visual sector (TV - cinema - Internet) is the backbone of all forms of exchange, especially after the start of the digital revolution, as it has become the preferred means of dialogue between cultures and the most influential in creating cultural diversity because of the knowledge it provides about others and allowing access to different worlds. Thus, this sector has become A bridge of communication between the peoples of the entire world and the peoples of the southern Mediterranean and Europe in particular. The southern Mediterranean region has enjoyed great importance over the decades to the European Union and UNESCO, due to its important strategic and economic position on the global map in general and the European map in particular and an arena of mutual geopolitical influence between... The northern and southern banks of the Mediterranean. The southern Mediterranean region, like others, believed that the function of the media was to serve nation-building, in addition to being the most influential means of shaping public opinion trends, one of the determining factors in the process of social integration, and one of the most important carriers of culture. The economy, education service, and the highest interests of the state, until a strong competitor to the official radio and television sector emerged, which is the private sector represented by private radio and satellite channels since the nineties of the last century, and its acquisition of a large percentage of listeners and viewers of official radio and channels, in addition to the emergence of digital technology and its control over all fields. Economic, social, political, and the spread of digital media and the public’s integration with them led to the siege of traditional media, as the massive explosion in open media information sources began a new, more dense and diverse era at the beginning of the first decade of the twenty-first century. New media also worked to change the structure of And the structure of the media in the southern Mediterranean countries, which prompted a change in the features of the traditional media system in the southern Mediterranean countries, as the digital revolution coincided with a political revolution, and some believe that it is its main driver ().With the advent of the Arab Spring revolutions in 2011, government radio and television institutions and their role in the phase of democratic transformation witnessed by most southern Mediterranean countries began to be viewed in a different light than before, due to the significant prosperity of the private sector in the face of the inability of government radio and television institutions to develop their performance to keep pace with the important stage that witnessed by the southern Mediterranean countries. The Arab Spring uprisings played an important role in placing media reforms on the agenda of Arab governments, in response to the demands of The international media development community active in the region, led by UNESCO and the European Union, calls for commitment to the new global media order and the application of international standards, and the need to take serious steps to devote the concept of public service to the radio and television sector instead of the official media, and to encourage the growth of private media and raise the professional level of media professionals and develop Public broadcasting organizations in order to respond to the interests and trends of the Arab public and be able to represent them in a more effective way.
