Abstract SME development is an important factor in the overall strategy for economic and social development. SME development may lead to create employment opportunities, to stimulate a strong free enterprise sector, to assist the poorest of the poor, to develop local skills for economic and social leadership, to support women and their household spendings, to stimulate regional growth through the use of local suppliers and sub contractors, and to encourage longterm economic growths and expansions. In this thesis a diagnosis model has developed to evaluate SME functional areas in order to determine the most critical ones that represent constraints to the improvement of the competitiveness. This model has diagnosis tools at three different levels: An entrylevel, a holistic level tool, and indepth analysis level with tools for specific areas. Thesis contents consists of five chapters as follows: Chapter I: INTRODUCTION: It introduces SMEs definitions inside and outside Egypt, Some business and advisory services premises and roles. Chapter II: LITERATURE REVIEW: It reviewed tens of small and medium business development services around the globe, case studies, and policies, pertained to SMEs development. Chapter III: THE COMPUTERIZED DIAGNOSIS MODEL: It presents the diagnosis model for increasing SMEs competitiveness, also the software needed to implement the diagnosis. Chapter IV: APPLICATION OF THE DIAGNOSIS MODEL: It presents a number of sixty enterprises in different industrial sectors that were diagnosed by the model, including some results and comments. Chapter V: CONCLUSION AND RECOMMENDATION: It offers thesis conclusions and proposes recommendations for future work. A list of references and another list of selected bibliography are displayed. An Arabic summary of thesis is given at the end of this text. A study of intervention impact assessment, which was applied on thirtyfour companies in Dakahlia, Egypt (inside the above sixty companies), the study indicates that the total monetary benefits are LE 2.8 million. This is a direct result from their application of the diagnosis model recommendations. It was observed that the model is more appropriate for the medium size enterprise rather than the small one because it has little number of areas. |
