Value engineering is considered as one of the most important and latest methods; it is applied in many technically advanced countries. Value Engineering is known as a highly organized team work for analyzing the functions of projects and achieving the goals with lowest cost without affecting the quality and main functions of the project. It proved itself. It is effectioners in many projects, due to the ability to define required performance, that helps get rid of extra unnecessary costs while maintaining quality and any other important aspect. The value engineering can be applied at any project stage, however previous all studies indicate the earlier it is used the more profit the project can get. This study aims to explore the success factors of applying Value Engineering. The data have been collected and analyzed of the engineer’s point of view; it appears that applying Value Engineering needs financial support, courses and workshops. from a case study on one project (Construction and maintenance of Coastal Guard of Kuwait – Ministry of interior) applying Value engineering saved money and time.
