Obiective of the study :identifyiny the role of democracy of elites represented by the members of the popular council in mansoura city to do its role in achieviny the aims of development and modernization .and focusing on some issues which are related with development and moderenization at the democracy of elites and the role of the social class in developing the democracy of elites ,and its role also in facing some political, economic, and social problems in mansoura city The methodology of the study its tools: According to the study goals and its descriptive nature, the researcher depends on sevral appoaches one of them is the descriptive style, as well as he adopted several tools (in-depth interview-observation- case study) The study results: the study reached several results, including,for example - consensus about the role of popular participation in the political action and in develolping the political ability of the community members, and their freedom in work and increasing their political awareness for the benefit of the process of development and modernization. Effectiveness of the role of women in political action and the participation and its suitability for all types of politiical participation , and that electoral system used in the last popular council elections that represented in the system of menus which allow the increase of the representation of women and its imposition on the political scene under the culture of patriarcgal sociaty and preserve the dignity of women and her respect. -the middle class is tha slide that elected of the popular council belongs to. -the members of the community are not free to ghoose the member of the popular council for the lack of confidence in the electoral commissions in their community. -the weakness of the poilical culture and experience due to the low level of political activity in addition to the absence of a definitive position about the indicators of the political participation. -consensus about the existence of social problems in the community, in the first place came the problem of unemployment, then the problem of divorce among the youth (newly married couples),then the views divergent between the problem of addiction, street children, violence and moral crimes. -insufficiency of the members of the popular council in solving the social problem in thair community and the proplems related to the process of development and modernization
