The aim of this thesis is to develop a model of evaluation that has the potential, in combination with other approaches, to address the current challenges associated with evaluating the agricultural extension projects at desert areas in Egypt. The research objectives were to: 1-Examine the evaluation needs and current practice of program evaluation in agricultural extension projects in Egypt . 2-Identify suitable models of evaluation for agricultural extension, that have not been implemented in Egypt previously. 3-Select, implement, modify and evaluate one novel model of evaluation across an Egyptian extension project. 4- Provide suggestions to combine this approach with others, in order to address the challenges posed by changes occurring in extension organizations. A case evaluation of the MSC approach was conducted across Matrouh Resource Development Project operating in five regions of Matrouh governorate. After implementing the evaluation, a meta-evaluation was conducted to determine the extent to which the MSC process contributed to project improvements, met needs and represented ‘good’ evaluation. It was found that it met the articulated needs of the stakeholders of the case project and combined well with their existing evaluation practices. This was ultimately verified by their commitment to continue with the MSC process after the 12 month trial period. Project staff perceived that the MSC process helped stakeholders to make sense of project impact and to understand each other’s values, increased staff morale and helped draw staff, farmers and other collaborators more centrally into the evaluation process. However, there were regional differences in the perception of benefits achieved. An examination of these differences provided information about the sort of project contexts in which benefits are likely to be gained from the MSC model. The main findings of the study were: 1- shows the results of the study in relation to test the relationship between the context of the MSC model and outputs expected that the model studied showed a high capacity to increase resident interest in the information, and assistance targeted to express their views, and raise the morale of the workers. 2- The results of a study in connection with the evaluation form to meet the requirements of the considered evaluation of the project studied, workers of the project explained that the MSC model has helped many of the target and project staff in understanding the impact of the project through the various outputs that were obtained 3- The results of the study in relation to test questions for the assessment of the evaluation model most significant change to enjoy a high capacity in the form appropriate to the context and objectives of the program, and improve the project through to meet the requirements of the target as required, and a description of the various outputs of the project 4 - The results of the study that the model of MSC is the addition of the basket of options valuation benchmark because it can be applied with demonstration projects with outputs diverse or specialized, and it encourages dialogue and learning, and effective communication between the different target and, finally, is an example of the approach to participatory.
