The problem of the study is an important issue affecting economic, social, political and security, namely financial insolvency in the spinning and weaving sector . The objectives of the research are :1st . Identify groups of causes of insolvency and arrangement . 2st order causes within each set of groups.3st. Conceived for the treatment of the problem of insolvency. The results First, the categories of the study agreed on the order of the causes of insolvency as a group arrangement was as follows:(The state - the Holding Company - Company - Environment). Second, There was consensus on the order of the categories of the study the causes of financial distress within each group. The most important recommendations including: activating the role of the Anti-Dumping Committee, to support cotton farmers, the selection of leaders, sector, interest in training, attention to replacement and maintenance machinery, supporting the studies of internal and external markets, Study the costs and related pay and incentives to production , Study and analysis of credit-sale for the development of a strategy to win the market with no increase in bad debts and lack of liquidity.
