In trod udion
Universities are centers for science and development where
knowledge is produced and competent humans are prepared. It is,
moreover, the tool by which events are moved towards the better.
Universities are, therefore, investment institutions aiming at increase of
knowledge and development of human power so as to raise its
productivity, cultural and social level.
Due to the importance of university education, it is considered by
many countries as the basic cornerstone of development. Hence, the
university should be fully aware of its social responsibility, message or
function, and role in society, i.e. fulfill its needs.
The goals and functions of educational institutions have changed to
meet the societies’ needs for competencies in different fields. Societies.
likewise, expressed the need to open university admission and graduate
study so as to achieve their people aspirations. Thus, a necessity for
successful administration is perceived for planning, monitoring, and
follow up. Thai. is, more flexibility and variety rather than dogmatism in
administration.
investigating the effectiveness of university education is a must among
educators. ‘Ibis effectiveness implies developing administration at
different levels of the organizational structure. In this respect, it is
recommended that university education should benefit from other noneducational
institutions forms of successful administration. Graduate
studies section audience comprises directors, personnel, and students
which requires planning their work as expected/desired.
Graduate studies section is regarded as the most important center
where instructional research is done; competent teaching staff, trainers,
scientists, thinkers, and experts are made; and the society is provided with
foundations of development and continuity. ‘therefore, the need to plan
systems of graduate studies in the light of biunan manpower and material
resources is essential to cope with cultural progress, scientific
advancement, and development in different fields.
The success of graduate studies section in achieving Am goals depends
upon efficiency of its administration and administrative processes.
Scientific planning requires speci~’ing what to be done in the light of the
expectedJdesired outcomes/goals, who will do what, and when/the time
limit, within an appropriate administrative system of the teachinglearning
processes.

SIGNIFICANCE OF THE STUDY
The significance of this study lies in investigating Faculty
of Education graduate students’ problems and developing
Graduate Studies Section to cope with the demands of the age of
globalization, information and scientific research as well as the
development requirements/demands (economic and social) of
individuals.
PRPBLEM OF THE STUDY
The current increasing interest and attempts in developing
quality education are not paralleled with using modem
administrative techniques which enable us to develop our
educational institutions. In spite of recent developments in
graduate studies administration in Egyptia.n universities, it still
suffers from many problems, shortcomings, and deficiencies at
the technical, administrative, and financial levels. For example,
the most important problems which faces graduate studies are
the absence/nonexistence/lack of clear/definite strategy and the
disconnection or separation between scientific research and the
society’s issues. These problems are attributed to the deficient
administration and administrative processes organizing
graduate, studies as reported in professional reports. Therefore,
the problem of the present study can be stated in the following
main question:
How can administration and organization of graduate of
graduate studies section , in faculties of education, be
developed in the light of students’ problems?
In order to answer the above question, it subdivided as follows:
1- What is the status quo of administration and organization
of graduate studies in Egypt?
2- What are the current world/international trends in
developing administration ad organization of graduate
studies?

3- What are the current managerial techniques and its
applicability in managing and organizing the Graduate
Studies?
4- What are the essential features/characteristics of the
suggested framework for graduate studies in Egypt?
OBJECTIVES/PURPOSES OF THE STUDY
The present study aimed at identifying problems of
graduate students in faculties of education so as to formulate a
framework for modernizing/updating graduate studies
administration through developing administration and
organization in the light of some current world trends.
METHOD OF THE STUDY
This study made a full use of the descriptive
approach/method in order to identify the actual administration
and organization ofgraduate studies in faculties of education as
the graduate students’ problems. Moreover, the researcher used
the Comparative Method and the System Analysis Technique.
In addition, appropriate statistical procedures/methods was
utilized in the treatment/analysis of the field study data/results.
LIMITATIONS OF THE STUDY
The present study will be confined to the following:
1- Topical limit: a study of the administration and
organization of graduate studies in faculties of education
in Egypt in the light of students’ problems.
2- Population limit: a sample of graduate studies personnel in
faculties of education and graduate students.
3- Spatial/Location limit: a representative sample of faculties
of education in Egypt.
4- Time limit: the time required for undertaking the present
study.
