Abstract

Water resources of Egypt are becoming scarce due to increasing population and increasing the consumption of different sectors of the society (irrigation, industry, etc.). Therefore, the government is integrating activities toward optimizing benefits form the scarce water resources. One of the most important efforts of Egyptian government in this regard is the Irrigation Improvement Project (IIP). The broad objectives of the IIP in the old lands are aimed to remove water constraints for realizing optimum production, and to improve the overall efficiency of water use.
Evaluation of irrigation projects plays very important role if the irrigation management processes is to be improved. This study deals with the evaluation of IIP using benchmarking process, which is a systematic process for securing continual improvement through comparisons with relevant and achievable internal or external norms and standards. Rapid appraisal process (RAP) is being used in this study. The study produced that examine input and outputs for a project. External indicators are expressions of various forms of efficiency, whether the efficiency is related to budgets, water, or crop yields.in
addition to produce a set of internal indicators that are used to evaluate the internal workings of irrigation projects, it provides the levels of water delivery service needed by the field irrigation technologies.
In order to carryout this evaluation, two command areas of IIP project in the Nile Delta arc chosen. They are EI-Kahwagy and Daqalt command areas. They arc alike in their physical status and are located in the middle of the Nile Delta, and they are fed from Meet Yazeed main canal in EI-Gharbia and Kafer EI-Shiekh directorates, respectively.
The results of this study showed efficient values of external indicators compared with the other projects evaluated by Burt and styles (1999) in different similar countries. It’s noticed that the performance indicators are improved after applying IIP. Evaluation of IIP in Daqalt and EI-Kahwagy areas showed that the performance of IIP in Daqalt area is much better than EI-Kahwagy area. This is because Daqalt area has improved mesqas of about 100% of the total area. Meanwhile, El-Kahwagy area has improved mesqas of about 27% only. Recommendations are introduced to improve the performance of IIP in the future. Recommendations for further studies arc also introduced.
