Introduction: The Revolution January 25, 2011 came for many reasons including: increased population and increased rates of poverty in Egypt, this increase in population accompanied economic decline as a result of the failure of state policies to benefit from the increased labor force, increasing the poverty rate in the Egyptian society, and the owner of these revolution encroachments toll on agricultural land, and in light of the signing of Burundi of the Convention on sharing the Nile water, which will cause the adversarial 15 billion cubic meters of Egypt’s share in the waters of the Nile, we find it difficult to reclaim desert land that need huge amounts of water, and therefore had to draw attention to benefit villages Hinterlands to curb urban sprawl on farmland and accommodate the expected population increase.
The research problem: the conflict in the laws and resolutions regulating the planning and construction on agricultural land in the Egyptian village, which has exacerbated the problem of encroachment on agricultural land, rather than solving, as well as the state’s failure to make the most of the Hinterlands to solve the problem of population increase in Egypt.
And then research aims to monitor urban development and the resultant problems of the physical environment of the Egyptian village, and to identify the desert and how to utilize it in solving the population problem and the problem of encroachment on the land of agriculture, which increased during the period of revolution of January 25, 2011, in the light of the signing of Burundi of the Convention on the sharing of Nile water, Egypt had been at risk of water shortages, and also to identify the meaning of sustainability for the urban environment of the villages Hinterlands to reach the visions and the needs of future generations and to involve them in development processes, and evaluation of Sustainable dimension to those visions.
Study procedure: the discussion dealt with the problem of research methodology through a gradient consisting of three main parts, came sequential as follows:
Phase I: How to study the emergence of the problems of urban Egyptian village, through the study of the urban development of the Egyptian village, sustainable urban development for the Egyptian village problems and monitor the physical environment of the Egyptian village.
Phase II: study of the general concept of the horizon and the desert Hinterland of sustainable development, through the study of villages Hinterlands and selection criteria, as well as the recognition of studies and standards for sustainable development of these villages.
Phase III: applied study through the analytical methodology for the field study, that aims to monitoring the features of sustainable development, which has had the village under study, namely, (a village Qlepesho) is a village in the North Delta, with the assessment of the problems facing the village Qlepesho, and to identify the priority projects of where the repetition of the demand for the project, taking the dimensions of sustainable development were addressed in mind to avoid the gap between the current situation and achieve sustainability objectives.
The research concludes the need to draw attention to the villages Hinterlands under the Convention on sharing the Nile water and the lack of Egypt’s share of water and the difficulty of reclaiming desert land far from the urban communities that already exist in order to preserve agricultural land and solve the problem of population increase, research recommends to benefit from the villages Hinterlands of Egypt, consider the need for the short term and long-term humanitarian needs of the citizens and not to neglect them, to take advantage of human resources for future generations in sustainable development processes desert villages, as well as the need for the realization of the dynamic concept of urban space to activate the concept of urban villages.
