Abstract

Field spatial and non-spatial data collection is the main process in GIS projects. The collection of accurate and up to date information can enhance decision making process especially in environmental violations. The spread of smart phones, Mobile Geographic Information System (MGIS) and Volunteered Geographic Information (VGI) can enhance, facilitate and reduce the cost of data collection process. MGIS can be defined as a framework that integrates hardware and software to access spatial data through a wireless network with mobile devices. It is considered as the transmission of Geographic Information System (GIS) from the office to the field. It enables field workers to collect, store, retrieve, and update, manipulate and display spatial data in the field. It depends on the field worker as the main source of spatial and non-spatial data. VGI is a special case of user generated content. It describes the process of using citizens as main source of spatial data instead of field worker. Using citizens in the data collection process ensures the provision of up-to-date spatial data. VGI is considered as the future of GIS because of the dependence on spatial data collected by 6 million sensors instead of field workers only. [Goodchild, 2007]. In this thesis, we study field data collection systems that depend only on field worker as the main source of spatial data. The advantages and disadvantages of these systems were outlined. The field data collection systems that depend only on citizens were studied also and advantages and disadvantages were outlined. The main contribution of this thesis is to propose a framework that integrates those systems that depends on field worker and volunteers to enhance data collection process and decision making process. It depends on spatial and non-spatial data collected by field workers and citizens (volunteers). It takes advantages of both systems and avoids disadvantages. The proposed framework will be used to design a real time system to report Egyptian environmental violations like rich straw burning and garbage. This system treats with each user according to his responsibilities and experience. We design a new android application that accepts reports from citizen and Egyptian Environmental Affairs Agency’s employees.
