The objective of the study was to estimate the demand for money in Libya during the period (1970-2010) according to the broad concept of money (M2) and to examine the behavior of that demand in terms of stability or not, in addition to some other objectives, including disclosure of the readiness of the Central Bank of Libya Institutional and regulatory framework for the effective preparation and implementation of monetary policy, as well as the extent of coordination between the monetary and financial authorities in a manner that does their respective performance in achieving the objectives of the general economic policy, as well as the results of the efforts exerted by the monetary authorities to develop and improve the performance of the Libyan banking system. These are Adequate and effective developments in influencing the demand for money and by extension to other economic variables associated with that demand. The study used its choice of variables in both economic theory and previous studies, as well as the developments in the Libyan monetary sector. The relational relationship was estimated according to the ARDL model based on the integration of variables and using the EBS-9. The study concluded that there is a lack of coordination between the monetary and financial authorities, and that the development of the Libyan monetary sector is still below the desired level to cause significant changes in the demand for Money in Libya. As well as the complete independence of the CBL in how it can design and implement its monetary policy away from government interventions. Based on the results, the study presented a number of proposals, the most important of which is the necessity of working on arrangements to enhance the institutional and functional independence of the Central Bank of Libya in order to enable it to adopt a flexible monetary policy towards money supply in line with cash income fluctuations. Monetary and financial policies in such a way as to ensure that the objectives of the general economic policy are achieved with the highest possible efficiency and at the lowest possible economic cost.
