المستخلص
The aim of this research is to design a virtual learning environment for the development of database management skills among decision makers. The researcher presented the research problem, its importance, its mandate, methodology, tools and steps. The theoretical foundations of research were presented in four axes: Participatory learning and strategies, and the second axis: databases in education, and the third axis: databases and decision support systems in education, and the fourth axis: educational design of the participatory virtual learning strategy to develop the skills of database management among decision makers. The researcher used the analytical descriptive method in the field study to identify the skills of the databases required by the decision makers. The experimental approach was also used to identify the effectiveness of the participatory learning strategy on both cognitive achievement and the practical performance of database skills. (60) managers and agents of educational departments and directors of quality departments in the Directorate of Education in Dakahlia. The sample members were divided into two experimental groups, each of which included (30) individuals. On the design of two experimental groups with the measurement of tribal and remote, and the tools of the study in the use of cognitive achievement test, and notes the skills of database management among decision makers has applied the appropriate statistical processing methods using statistical programs of social sciences SPSS.
