Abstract

Street Markets (SM) play a crucial role in the local economy of any city. They are considered significant business incubators, which facilitate micro and small businesses promoting new ideas and projects. Besides, they have a considerable influence on people’s daily lives as spaces for social interaction and inclusivity for all social sectors. On the other hand, they are considered part of the informal economy and encroachment over the public spaces in many countries, such as the Egyptian case. So there is a contest between the government (GOV) and the street vendors (SV) in Egypt over the public spaces. As a result, the SV in Egypt face hostility from different formal institutions such as the police tracking and seizing their goods and products daily. So this research investigates how to achieve good governance, which can adequately regulate and enhance Egypt’s street markets. To discuss this research question, the research started with adopting definitions and setting characteristics to understand better the informal economy, the SM, the governance. After theoretically studying the normative aspects of good governance for SM concluded from the literature review, the research follows the analytical governance theory. It analyzes the Egyptian context, including the legal framework concerned the SM and the involved stakeholders, their interests, and influence. Furthermore, it analyzes four different case studies in Egypt, including two existing informal markets: El Attaba SM in Downtown Cairo and Kafr El Batamas SM in Mansoura, besides two market developing projects: El Qanal El Dakhli SM in Port Said done by the informal settlement development fund, ISDF and Nahia SM in Boulaq El Dakrour done by GIZ. Those case studies are then evaluated by the normative aspects of SM’ good governance to find out the missing elements. After that, benchmarks from Berlin in Germany and Karnataka in India are illustrated to get learned lessons. Finally, from the evaluation of the Egyptian case studies and the learned lessons from the benchmarks, recommendations are proposed to target different stakeholders as a trial to reach a compromise between their conflicting interests and achieve good governance for the Egyptian SM.
