”The aim of this research is to design an electronic portal according to the quality standards in developing the skills of information base management and decision-making for educational leaders. The researcher presented the research problem, its importance, hypotheses, methodology, tools, and steps, and the theoretical foundations of the research were presented in four axes, namely: The first axis: electronic management, the second axis: electronic portals and design quality requirements, and the third axis: information base systems Supporting decision-making, and the fourth axis: the educational design of an electronic portal according to quality requirements. The researcher used the descriptive analytical method in the field study to determine the skills of database management and decision-making skills necessary for educational leaders to have. The research procedures included selecting a sample of (30) educational leaders in the Directorate of Education in Dakahlia, and the research relied on the experimental design with a single group, and the study tools consisted of using a cognitive achievement test, and note cards. information base management and decision-making skills for educational leaders. The researcher applied the appropriate statistical treatment methods using the SPSS statistical programs for social sciences.
