Abstract

Coastal areas have highly productive economic values for their residents, with fisheries and marine resource potential. The human factor and its social capitals are vital potentials in these coastal areas. Most of its residents work on fishing activities, intermediary traders, and other coastal-related activities. However, some of these areas are characterized by unplanned areas, poor livelihood, dilapidated buildings, and a lack of green or public places. Moreover, these areas also suffer due to their remote locations from city centers and their exclusion from the urban development plans. In general, these problems have transformed them into coastal informal areas. Previous research confirmed that there is no common methodology for dealing with coastal informal areas in Egypt. Furthermore, there is a gap between development plans and realities as they only focus on urban upgrading without considering participatory approaches, human factors, or spatial characteristics. Hence, the research aims to formulate a strategy for achieving urban sustainability in the upgrading of coastal informal areas using a participatory approach. A comparative study is carried out for five coastal case studies in Indonesia, Nigeria, and Egypt to assess the impacts of urban upgrading projects using participatory policies according to the dimensions of sustainability : social, economic, and environmental. Next, the evaluation ends with recommendations for a participatory framework to attain sustainable upgraded coastal informal areas in Egypt. The proposed framework structures eight drivers for attaining sustainability; economic inclusion, financial sustainability, cultural preservation, spatial inclusion, social and human capital, quality of life, environmental quality, and urban management. After that, an applied study of ””Ezbet El-Burj”” city was used as a case study, with an analysis of its urban structure and potentials. Then, followed by suggestions formulated through stakeholders’ interviews to apply the participatory framework. Finally, the results were represented in recommendations to successfully achieve a sustainable vision for urban development for coastal slums in Egypt.
