Abstract

Smart cities are intended to address a wide range of urban issues. With the high deployment of the smart city concept, planners began to incorporate the concept of resilience as one of the most important factors in their planning, particularly when communication and information technology were combined to provide a massive database that accelerates and develops interaction in times of crises, and while mobility is concerned with meeting needs, transportation (including vehicles, infrastructure, and traffic rules) is the tool required. Considering that mobility is a direct result of social activities such as living, working, relaxing, creativity, commerce, and consumption (goods), the research focuses on smarter and more resilient mobility, as mobility and networks are critical aspects of societies at the regional, national, and global levels. According to the literature review, there is a gap of assessment tools for resilient mobility in an integrated manner, particularly at the local level, despite the fact that the resilience of Egyptian cities is implicit in the goals of the Egypt 2030 vision, furthermore, Egyptian cities have been delayed to join the international organizations that help cities become more resilient. As a result, the purpose of this study is to fill knowledge gap. Firstly, theoretical part is divided into sub-sections: current definitions of smart and resilient cities, based on the development of smart city planning in the context of urban mobility, and evaluating the concept of smart and resilient mobility and its indicators in regards to local fortitude mostly in face of crises. Then reviewing the relevant studies that presented and assist in the understanding of various definitions, scenarios, indicators, tools, and methods, which are then combined with the outcomes of analyzing previous strategies, then It used in developing a new strategy that based on indicators by integrating the procedures that were derived, while taking into account expected local threats and meeting Egypt’s Vision 2030. As one of the smart Egyptian cities, these indicators are being validated locally on one of the areas of The New Administrative Capital, whereas a database was built for the implementation area, where the interventions were assumed based on the proposed indicators on the risks explored to confirm the reliability of the strategy by applying to more than one crisis and matching the results. The study ends with the main conclusions, and the identification of future studies and recommendations based on the parties directed to them.
