The current research aims at identifying the effectiveness of using a suggested blended-based electronic programmer in learning history course to develop high-ranking thinking skills and self-learning among secondary school students in the Republic of Iraq. To achieve this objective, a high-ranking thinking skills test and a self-learning scale have been organized. The research come up with following results:1.There is a statistically significant difference (≤0.05) at the level of significance between the average scores of the experimental and control group students in the post application of the high-ranking thinking skills test in favour of the experimental group.2.There is a statistically significant difference (≤0.05) at the level of significance between the average scores of the experimental group students in the pre and post applications of the high-ranking thinking skills test in favour of the post application.3.There is a statistically significant difference (≤0.05) at the level of significance between the average scores of the students of the experimental group and the control group in the post application of the self-learning scale in favor of the experimental group.4.There is a statistically significant difference (≤0.05) at the level of significance between the average scores of the experimental group students in the pre and post applications of the self-learning scale in favor of the post application.5.The blended-based electronic programme achieves effectiveness in developing high-ranking thinking skills and self-learning in learning history among fifth grade of literary students at the secondary stage in Iraq with a score of not less than (0.6), as measured by the effectiveness ratio (McGogian).Keywords: Blended-based electronic programme; high-ranking thinking skills; self-learning.
