Effect of the local administration system governance on empowering its executive units This research revolves around a field study that examined the correlation between local administration system governance and its impact on empowering the executive units in Mansoura.It should be noted that this topic has received great attention at the level of management pioneers in the Arab world in recent years, on the grounds that governance systems in various fields have become an urgent requirement on the part of those in charge of managing localities in an effort to maximize institutional performance by empowering local executive units at the governorates level, in general, in the Arab Republic of Egypt.Hence the researcher’s interest in this topic as one of the topics worthy of attention to raise the level of performance, which represents one of the strategies of importance in our contemporary world.First: Research objectives The objectives of this research can be summarized in the following main points:1.Research and study the form, type and nature of the correlation between the two variables of the study (local administration system governance and its dimensions, and the empowerment of the executive units and its dimensions).2.Determine the impact of the local administration system governance on empowering its executive units.3.Measuring the degree of difference and discrepancy in the perception of employees in the executive units according to the different organizational variables.Second: Research hypotheses Based on the previous objectives, the researcher sought to test the validity of the following hypotheses:1.There is a significant correlation between the dimensions of each of local administration system governance and the empowerment of the executive units.2.There is a significant impact of local administration system governance on empowering its executive units, and the following sub-hypotheses emerge from this hypothesis:2/1 There is a significant impact of the strategic vision on empowering the executive units.2/2 There is a significant impact of accountability on the empowerment of executive units.
2/3 There is a significant impact of transparency on the empowerment of executive units.2/4 There is a significant impact of participation on the empowerment of the executive units.3.There is a significant difference in the awareness of the employees in the executive units of the study variables (local administration system governance - empowering its executive units) according to the different organizational variables (the age of the local unit - the number of beneficiaries of the services of the local unit). This hypothesis is divided into the following sub-hypotheses:3/1 There is a difference in the perception of the employees in the executive units of the variables of the study (local administration system governance - empowerment of its executive units) according to the age of the local unit.3/2 There is a difference in the awareness of the employees in the executive units of the variables of the study (local administration system governance - empowering its executive units) according to the number of beneficiaries of the services of the local units.3/3 There is a difference in the awareness of the employees in the executive units of the variables of the study (local administration system governance - empowering its executive units) according to the location of the local unit.Third: the research method The researcher relied on two methods to complete this research:1-Theoretical study:This is done by depending on desk research and using what is available from Arab and foreign scientific references, scientific studies, previous research, conferences, publications, articles, periodicals, reports, and official websites on the global network of international information related to the subject of the research.2-Field study:The researcher depended on a survey list that she designed and arbitrated scientifically, and then it was approved by the official authorities in an effort to identify the opinions of the 291 members of the research community, according to the comprehensive inventory method.Fourth: the research methodology The researcher used the descriptive and analytical approach in completing this research The researcher depended on the appropriate statistical methods for the nature of the research, its variables and hypotheses, as follows:Descriptive Methods 1-Frequencies and percentages.2-Arithmetic Mean.3-Standard Deviation.4-Coefficient of difference and arrangement based on least dispersion.
Inferential Methods 1-Alpha coefficient: The stability coefficient (Alpha Cronbach) was used for the study tool (the survey list), in order to calculate the reliability coefficient for the survey questions and determine the extent to which they can be relied upon.2-Pearson correlation coefficient and its significance test: for the purpose of measuring the degree of correlation between the research variables, testing the significance of that correlation and finding out whether or not there is a significant relationship between the research variables 3-Simple linear regression to know the effect of the independent variable on the dependent variable 4-F test to know the differences between more than two groups SPSS for Windows (version 26) statistical packages were used.Fifth: search results Through this study, the researcher reached a set of results that will be summarized as follows:1-There is a statistically significant correlation between local administration system governance as a whole, and its dimensions, and the empowerment of executive units, and its dimensions.2-There is a significant impact of the strategic vision on the empowerment of the executive units 3-There is a significant impact of accountability on the empowerment of the executive units 4-There is a significant effect of transparency on the empowerment of executive units 5-There is a significant effect of participation on the empowerment of the executive units 6-There are significant differences with statistical indications in the opinions of the research community about the dimensions of the local administration system governance and the dimensions of empowering the executive units according to the organizational variables identified by the researcher according to the previous studies that she used. Sixth: Research Recommendations:
Human resources The interest of those in charge of applying or activating governance systems in local administrations to harvest the fruits of the positive results revealed by the field study.Working on the required numbers of human cadres capable of keeping pace with the transition from traditional systems to a system of governance on the grounds that the nature of business and the various service and administrative tasks will change in clear degrees, which requires a change in the specifications and skills required for the new cadres to perform these tasks. Organizational structure and patterns of relations within the local units Reconsidering the organizational structures and patterns of traditional relations currently prevailing at the level of local units in Mansoura following the activation of the new work system ”governance” and the introduction of radical changes represented in information systems technology from a specific standpoint that information is the main factor that governs the flow of relations between organizational units Managing change Believing in the necessity of organizations of different affiliations and fields of activities seeking change for the better to face the future. The researcher emphasizes the importance of the basic orientation of the new administration at the level of local units towards two axes, the first of which is the management of planned change within the local units and the other outside it is directed towards achieving excellence and excellence that is manifested in achieving Satisfaction and frequent dealings that benefit the customers of local units, given that citizen satisfaction is the goal that includes all activities and management efforts to achieve it.Recommendations for the Empowerment of Local Units The improvement of the level of institutional performance at the level of local units within the framework of local administration systems and orientation to the governance system that achieves the empowerment of these units, as revealed by the results of the study and showed clearly that it is necessary to reconcile two basic organizational requirements.A.Centralized in planning, following up, directing, and centralizing the activities of providing services and central aid to the implementation units in the various regions (East - West - Mansoura Center)B.Decentralization of implementation and the liberation of the implementing units from central control as long as they work within the limits of the approved plan and according to the recognized methods.Management systems according to the system of governance and empowerment The researcher recommends that the philosophy of the new contemporary management be based on the introduction of the governance system based on specific administrative principles that help those in charge of managing local units and enable them to achieve institutional excellence, namely:
A.Distribution of powers and authorities in a way that achieves flexibility in its performance in light of activating the principle of accountability and accountability in the final evaluation stages.B.Supporting and activating decentralization without restrictions.C.Effective participation among all relevant parties in making smart decisions that achieve the aspirations and objectives of the central units, in making decisions, assuming responsibilities and results of implementation, and this supports the principles of democracy.
Action plan for the development of local units Moving towards a system of governance to develop the performance of local units in the various governorates, and in the Dakahlia governorate in particular, as it is a place for research and study, needs a comprehensive and integrated plan from the researcher’s point of view, which she summarized in pivotal commandments:A.Long-term procedures related to conducting studies aimed at determining the perceptions that the administrative apparatus of the local administration should have.
B.Interim procedures, which the researcher means are procedures that need a medium period of time, in which local units are counted and reviewed in terms of objectives and specialties, and activities and works are reviewed in accordance with governance systems, as well as procedures related to inventorying the current job forces and redistributing them in accordance with governance systems to stabilize the capable human cadres. In supporting and enhancing performance under the governance system C.Urgent measures, as the researcher found that there are aspects that must be exposed and confronted immediately, such as improving organization and speed of application to face obvious problems and addressing them in order to reduce the burdens of the masses dealing with local units, and even be an entry point that increases the chances of success of comprehensive development.
