In order to achieve the research objectives, the following methodology was followed : The research, in the first chapter in the first chapter, presented the concept of the capital and capitals as seats of government and the surroundings of the seats of government and the cultural heritage associated with the seats of government and their urban surroundings. The second chapter studies the heritage areas and buildings in the vicinity of government headquarters, the criteria for their classification and identification, the most important problems they face, and the factors for their deterioration. The third chapter in the second section includes the concepts of cultural heritage in the vicinity of government headquarters, its importance, and methods and goals of preserving it. In the fourth chapter, the concepts of urban upgrading, its levels, the goals of upgrading the surroundings of former government headquarters, the strategies followed, and the entities responsible for implementation are studied. The fifth chapter presents the concepts of cultural tourism and their relationship to urban heritage and tourism development strategies for cultural heritage areas. The sixth chapter, in the third section, provides an analysis of urban development projects in cities that are not capitals, such as the city of Jeddah, the city of Tunisia, and the city of Williamsburg in the United States, with a presentation of the most important lessons learned from these experiences. In the seventh chapter, there is an analytical study of the experiences of upgrading cities that were former capitals, such as the city of Istanbul in Turkey, and how to invest in the areas associated with the former seat of government and repurpose important buildings in these areas, as well as an analysis of the urban upgrading of the Les Maries neighborhood in the French capital, Paris, and the revitalization of the area and the repurposing of King charles’ Palace. Fifth. The research presents in the eighth chapter, in the fourth chapter, the history of the city of Cairo since the founding of the city of Fustat: the first capital with the Islamic conquest of Egypt, and it was followed by the various Islamic eras with the military cities, the provinces, Cairo, and the expansion of the city of Cairo, to include concluding this chapter with an analysis of the lessons learned from the experiences of developing previous capitals and concluding a methodology. To apply it in the practical part of the research, while studying the impact of the transfer of the seat of government on the urban environment in these historical capitals, In the ninth chapter, the research also deals with presenting the history of Citadel Square in Cairo since its founding and the most important roads linking the square with Bab Zuweila on Al-MuizzLidin Allah Street, displaying maps of the most important manifestations of intangible heritage in the region and other maps of the most important buildings that represent tangible heritage, and doing a SWOT analysis to come up with an action plan to improve it. In the region, In the tenth chapter, there is a proposal to revive the Mahmal procession as an intangible heritage linked to the site and to repurpose the buildings associated with the procession that have lost their original function with functions appropriate to the location and the historical value of the buildings, with a proposal for new functions for the buildings and making maps on the geographic information website Google My Maps for easy opening of maps via mobile phone. This is to support e-tourism for visitors to the region. Thus, the research methodology tested the hypotheses and proved their validity sequentially throughout the research stages. It also used SWOT analysis to develop an action plan to improve the region. The results focused on the fact that it is possible to improve the urban environment of the former seat of government in the citadel by reviving some aspects of the tangible and intangible cultural heritage in the region, by repurposing important buildings that lost their original function with functions that suit the nature of the site and the value of the building, and investing them to attract tourism to the region.
