Abstract

The possibility of reducing construction projects cost without affecting requirements necessary for performance is possible through applying Value Engineering (VE) technology that proved efficiency and high outcomes when applied on construction industry. It has become a basic requirement in the present time particularly during the world economic crisis. The application of this technology is on a minor scale in construction industry in Egypt. Therefore this research targets to recognize the suggestions leading to facilitate applying VE in construction industry in Egypt. Designed questionnaire was performed and distributed on different sectors (owners, consultants, contractors and suppliers) which have a direct relation with Egyptian construction industry. The factors affecting were recognized to be 60 factors which represented the questionnaire items. Results were analyzed using SPSS program. Questionnaire items were evaluated through measuring Reliability Coefficient to be 0.917 and Validity Coefficient to be 0.958. These values reflect that the measurement is stable and not self-conflicting and that it measures what it claimed to measure. The research problem: Due to the large number of construction projects currently under taken in Egypt and the number of projects planned for the future, and lack of knowledge about VE concept and its financial and technical benefits were found to be the reasons for this study. Aim if the study: The main objectives of this study are identifying the most criteria required for: Basics of applying VE, advantages of applying VE, obstacles that prevent applying VE and suggestions that facilitate applying VE. This made by using a questionnaire survey to collect the data guide to choose the most effective criteria required for the above four focal lines of the study. Study procedures: The research passed through the following main phases: (1) Reviewing literature on VE to study previous researcher’s related work and collect the criteria that might affect the VE applications. (2) Designing a questionnaire for the construction industry in Egypt and distributing it on construction experts to collect data about the four focal lines of the study which are basics, advantages, obstacles, and suggestions that facilitate applying VE in Egypt. (3) Describe and analyze the questionnaire resulted data to select the most important items that represent the factors affecting the application of VE. (4) Using a statistical computer program to guide the questionnaire items and to find the relations between the four focal lines of the study. The thesis conclusions: Based on the obtain results, it can be concluded that lack of support from the government to apply VE with all its different departments and providing free awareness programs for beneficiaries to comprehend VE programs came out as the most important factor that affect obstacles and suggestions that facilitate applying value engineering respectively.
